Britain proposes the El Arish scheme.

1903

Pogroms in Kishinev.

British Government suggests the "Uganda scheme" to Herzl, rejected by the Sixth Zionist Congress.


1904

Beginning of Second Aliyah mainly from Russia and Poland.

Va'ad Halashon [Language Council] formed. (see Different Positions on Hebrew)

Death of Herzl.

1905

Seventh Zionist Congress (Basel) rules out any alternative to Palestine (e.g., Uganda) as the objective of the Zionist enterprise.

1906

 David Green (Ben-Gurion) arrives in Israel
