- Setting the shared national agenda of Israel and the Jewish People, together with the Partnerships (Jewish Peoplehood, the younger generation, aliyah and immigrant absorption, the Negev and the Galilee, education and employment, etc.).
- Joint planning and mutual study of successes and failures in similar spheres of activity (conducting conferences and exchanging information about successes and failures in various endeavors such as school twinning, economic development, community volunteer groups, women's leadership and the like).
- Helping to build Partnership coalitions for common issues and/or region oriented activity and community building.
- Coordination and integration of core Jewish Agency activities conducted in the Regions by Partnership 2000.
- Helping to establish equitable, reciprocal and egalitarian contact between Partners in Israel and the Diaspora (honest broker).
- Helping to form optimal Partnership 2000 Steering Committees (leaders from the Regions and Partnered Communities - including both elected representatives and volunteer civic figures; personalities from outside the Partnership Regions and so on).
- Providing effective, high-quality, bureaucracy-free services (for decision making, project management, financial transfer, monitoring and fiscal control).
- Encouraging the Partners to increase investment in the Partnership (both the Diaspora Jewish Communities and the local authorities in Israel).
- Rallying the Israel Government's professional and material support for Partnership 2000 projects.
- Integrating Israel's business, volunteer and philanthropic sectors in Partnerships.
