The Jewish Federation of Central New Jersey in the United States initiated the establishment of a foundation to make loans to small businesses, from the bequest of Mr. Mack Ness z"l, in cooperation with the Jewish Agency.

This foundation was established in order to strengthen and promote employment in the Negev. The Foundation gives loans for investments by both new and veteran businesses.

The loans can be for as much as $50,000 for a period of five years and can also allow a grace period of up to six months.

The Foundation is unique and attractive, and guarantees up to 70% of the sum of the approved loan.
The Foundation works in cooperation with the Otsar Hahayal Bank, and offers loans linked to a 3.6% interest index (the interest is compounded in accordance with the national interest index).

The Foundation is managed by an independent public committee and makes decisions based upon business plans and meetings with the entrepreneurs.
