WHEREAS the Agreement for the Reconstitution of the Jewish Agency ("the Agreement") sets out in Section II D1 (b) that "The Board of Governors may determine and alter the number of Agency Departments and their areas of responsibility"; and

WHEREAS the Jewish Agency, realizing the importance of resource development for its continued work, sees the need for upgrading the current Resource Development and Public Affairs Unit to a Department;

THEREFORE BE IT HEREBY RESOLVED:

To upgrade the current Resource Development and Public Affairs Unit to the level of a department, to be called the Resource Development and Public Affairs Department.

 The Resource Development and Public Affairs Department will be responsible for the following tasks:

a)  The coordination of all the resource development activity of the Jewish Agency;
b)  Implementation of JAFI's overall policy for resource development;
c)  Planning of the Jewish Agency's marketing and missions programs;
